A Professor of Political Geography at the University of Lyon, Michel Foucher is also, since 1999, the Director of the Centre for Analysis and Policy Planning under the French Ministry of Foreign Affairs and Deputy Head of the French Foreign Minister's office. He is also a Professor at the College of Europe at Natolin (Poland). He set up the European Observatory on Geo-Politics.
