Kancha Ilaiah Shepherd is former director, Centre for the Study of Social Exclusion and Inclusive Policy, Maulana Azad National Urdu University.
Karthik Raja Karuppusamy is a doctoral candidate and senior research fellow at the Centre for Political Studies at Jawaharlal Nehru University.
