Every since Kazakhstan declared its independence in 1991 soon after the collapse of the former USSR, there has been sweeping changes to take the country along the path of democratization. In the process, the first postSoviet Constitution was adopted in 1993 and in 1994, a parliamentary election was held that created in first post independence national Parliament. However, in 1995, a new Constitution approved by a referendum preserved the extensive executive powers of the President.
