About Author

D. Narayana, Former Director, Gulati Institute of Finance and Taxation, Thiruvananthapuram, is Chairman of Kerala Public Expenditure Review Committee. He is a renowned economist, researcher and statistician. He holds a PhD from Indian Statistical Institute. He held the Reserve Bank of India Chair at Centre for Development Studies during 21??212. He is the chairman of the committee on implementation of Karunya Arogya Suraksha Padhathi, Kerala, in alignment with Ayushman Bharat: Prime Minister Jan Arogya Yojana. He has published numerous articles in reputed national and international journals on health, state finance, decentralization, issues of Scheduled Caste/Scheduled Tribe communities, agriculture, irrigation and migrant labour. He has authored and co-edited many books and monographs. He also served as a member of many important committees including the Expert Committee on Goods and Services Tax, committee for revising the rates for the medical procedures under the centrally sponsored Rashtriya Swasthya Bima Yojana, constituted by the Government of Kerala. Sharad Ranjan is an Associate Professor of Economics at Zakir Husain Delhi College (Evening), University of Delhi, with a teaching experience of more than two decades. He is a PhD from the Centre for Economic Studies and Planning, JNU, New Delhi. He has published many research papers in various journals of repute such as Economic & Political Weekly, Social Scientist, Indian Journal of Labour Economics, Productivity and Journal of Rural Development. He has also authored five books. He has conducted 1 workshops on financial literacy on behalf of the Securities and Exchange Board of India as resource person. He has also co-supervised and evaluated PhD theses. Nupur Tyagi, an Assistant Professor at Gargi College, University of Delhi, has completed her graduation from Sri Venkateswara College, University of Delhi, and postgraduated from Delhi School of Economics, University of Delhi. She is a rank holder in both BCom(H) and MCom. She is currently pursuing MPhil from Delhi School of Economics, University of Delhi. Her area of interest is finance and accounting.
